The website PvX Wiki contains the most accurate and up to date builds for Guild Wars:  Prophecies, Factions, Nightfall, and GWEN.  It does however, assume that all skills are available to the player.  Not all builds are usable by the player where they are at in game play, but certainly represent what one can open up through game play.  Further, through PvP it is possible to open up skills on your account - which makes them available for purchase from appropriate skill trainers throughout the game.  If a build you like is not completely available save it, and use what you can to make do in the mean time.  You may cobble together something you like better than the build that caught your eye.
